Where It Started
Nearly five decades ago, Dean Bulloch opened a high-performance snowmobile shop in Cedar City. He wasn't building a business plan. He was chasing a feeling — the same one that carried him through 184 race wins, 21 championships, an NHRA Wally, a King of the Hammers UTV victory, and a finish at the longest off-road race in North America.
Dean raced motocross, snowmobiles, drag bikes, trials, rock crawlers, and UTVs across four decades and was inducted into the Off-Road Motorsports Hall of Fame. When people ask where D&P's obsession with performance comes from, it started in the driver's seat with him.
That foundation matters. But a legacy isn't something you inherit — it's something you earn.
Built by Laci
Today, D&P Performance is led by Laci Bulloch Werner, and everything the business has become reflects her vision, her standards, and her relentless commitment to doing things right.
Laci didn't inherit a playbook. She built one over the last decade. The culture inside D&P — where every technician is factory-trained, where customers are greeted by name, where honest advice matters more than a quick sale — that's her fingerprint. She selects every member of the team not just for what they know, but for who they are. The people at D&P stay because she's built a place worth staying at.
Under her leadership, D&P has become more than a dealership. It's become a gathering point for the riding community across Southern Utah and beyond.
Rally in the Valley
Rally in the Valley — now in its seventh year — is the event Laci envisioned and built from the ground up. A multi-day UTV rally through some of the most stunning terrain in the West, bringing together riders and families from across the region for days of trails, community, and the kind of experience you can't get anywhere else.
At the heart of every Rally is Ride for a Cause — Laci's initiative to turn a great time on the trails into something that matters off of them. Through donations and raffles during the event, this year's Rally raised $31,000 for a local family in need. Every year, a different family. Every year, a community that shows up for its own.
It didn't exist before Laci made it happen. It keeps growing because she keeps raising the bar.
Beyond the Showroom
Laci's impact reaches well beyond the showroom and the trails. She was selected to represent OHV dealers on the Utah Department of Natural Resources Division of Outdoor Recreation OHV Advisory Council — a role that gives her a direct hand in shaping the future of off-highway vehicle recreation across the state.
It's a responsibility that fits naturally, because she's been doing the work long before the appointment. Laci is a dedicated supporter of OHV clubs, local jamborees and rallies, Search and Rescue, and the Cedar City community as a whole.
The machines have changed since 1978. What hasn't changed is the belief that a powersports dealer should be run by people who actually ride, who actually care, and who treat every customer like they matter.
Dean lit the fuse. Laci is the one who turned it into something that lasts.
